UNHCR FUND FOR DURABLE SOLUTIONS
Essential Facts
1. At the Indo/Chinese Refugee Conference in Geneva in
July, the Secretary of State gave support to the suggestion
that new measures needed to be taken to provide financial
aid to developing countries which received refugees for
resettlement.

He did not support any particular structure,
although the implication was of support for a multi-lateral
fund later proposed by the US Vice-President.
We doubt however
that the approach currently proposed by the UNHCR to provide
financial aid to developing countries to encourage them to
take refugees for resettlement is the most economic one,
although the US appears to accept it.
2. The UNHCR Executive Committee has set up a working group
to study and report by the end of January 1980 (see para 7 of
the report on the Executive Committee's meeting).
3. The present limits on the aid programme do not provide
scope for UK support to new voluntary funds except at the
expense of donations for other purposes.
