UNHCR REPRESENTATIVE IN HONG KONG

1.

Casella, the head of the Far East Section of UNHCR dealing with Hong Kong, has told me of the following idea he has had for a replacement for Rasanayagan. So far only he himself and Homan Herimburg, the Director of Administration, have considered this possibility. Casella is due to be in Hong Kong later this month and you may like to talk to him about it then.

The man they have in mind is a British subject of Chinese origin called Hong, who for a few months has been working with the UNHCR representative in London. Before that he was in Geneva. He used to work for Amnesty International. He is not known to us, but Casella says he is a good administrator.

3. I am not sure whether someone of Chinese origin is a good or bad thing from your view point, but you may like to let UNHCR have your views quickly. I would be pleased to act as inter- mediary, if you like, and would in any case wish to be kept informed.

4. I should add that this already delicate question needs to be treated with particular care since we have, on instructions from London, been expressing concern to Hartling about the Vietnamese's apparent "veto" of a British candidate for the UNHCR in Hanoi. It now seems that the Vietnamese may not have vetoed him, but that given the press publicity UNHCR may be thinking of offering the Hong Kong post to the man concerned (Clarence) told us he will refuse to accept.
