General

1.

We are concerned that the continued tension in the

Horn still aggravates the refugee problem in the region.

HMG contributes as much as possible to the relief programmes

of the international agencies who are best placed to carry

out this task.

Ethiopian Refugees in Jibuti

2. The request Mr de Haan put to our Permanent Representative

in Geneva about the UK possibly accepting some of the

Ethiopian refugees in Jibuti will require extensive con-

sideration. We will let the UNHCR know if HMG can help.
