You will have seen from his statement to the Executive Committee that Mr Raison raised the question of UNHCR's allocation to Hong Kong. Several members of the Secretariat, including Volfing the Director of External Affairs, subsequently asked us not to raise your pre-occupations during the discussion of the Assistance Report (they felt that it might exacerbate African sensitivities, of which we have heard plenty, to the contrast between the $173 million devoted to Asia and the $56 million to Africa), and I therefore confined myself to saying that we had submitted our comments in writing to the Office. I enclose a copy of the note I gave to Cuenod, to which he has promised a written reply.

2. You might like to know that Mr Stumf and Miss Lee who were here, in Geneva during the first day both came to the Ambassador's reception for Mr Raison. I found Stumf's journal, Hy Vong, and the brochures which were enclosed with Boyes' letter of 28 September to Stitt most interesting, and so I think would the Resettlement Section of UNHCR if you could send us more. I enclose a copy of UNHCR's refugee statistics for September.
