The Home Secretary thought that the Foreign and Commonwealth Secretary and the Lord Privy Seal would like to see a copy of the report which was prepared by Mr Colin Birt of our Immigration and Nationality Department on the visit he made to Hong Kong to select Vietnamese refugees for resettlement in this country. In particular, the Home Secretary thought they would wish to be aware of the comments in the report concerning UNHCR.
