Ethnic Origin. See para. 5 of Enclosure I. In 1979, 56,348 arrivals (or 82%) have been of ethnic Chinese origin.

(III) BREAKDOWN OF ARRIVALS

See Enclosures IB and IC, which show that from 1st January to 15th August 1979, 45,928 (or 66.87%) have arrived in small boats from North Vietnam, 14,323 (or 20.86%) have arrived in small boats from South Vietnam, 7,402 (or 10.78%) have arrived in ocean-going vessels and 1,025 (or 1.49%) have been rescued at sea.

See Enclosure II, which shows that up to 31st July, Malaysia has had an inflow of 51,660 this year, with 40,260 departures. Hong Kong has the highest inflow of 67,400 with only 6,400 departures. The total arrival figure in the region is 183,310 with 49,420 departures.
