1. In my letter of 13 August to Hugh Cortazzi reporting Hugh's discussions with Clark and Holbrooke in Washington, I noted that Holbrooke had drawn attention to recent press reports here about friction between Vietnamese refugees and local American communities.
2. I regret to say that this continues to attract public attention in the United States. There have been symptoms from such disparate quarters as Texas, Florida, Iowa and Colorado. I enclose with this letter the most recent reports from the Washington Post, the Baltimore Sun and the New York Times. You will note that President Carter has been publicly questioned on the subject during his current Mississippi River cruise.
3. I do not wish to exaggerate the significance of these manifestations so far, but they have been a growing element over the past month or so. At a time when economic recession and minority community relations are both prominent domestic political themes, it would be wise to bear in mind that the ability of the United States to deal with the Indo-China refugee problem, as with others, is not unlimited, particularly as electoral considerations begin to loom more largely.
