The most we could get him to promise was that he would look at the situation again once the 1,000 places had been taken up. Sir Jack Cater's offer to see what could be done to help over English teaching and transport was helpful and I am not unhopeful of further admissions if we make a success of this programme. Several important Ministers have been made aware of what Hong Kong does for Australia and, although no threat is involved, also know that we think the relationship deserves a better response than we have had so far. No one could have been a more effective or persuasive advocate than Jack Cater.
