Discussions with the Russians about Cambodia

We agreed that it would be a mistake to take any action Which might seen to be based on the old Geneva Conference formula, as this was no longer appropriate to present-day conditions. It would therefore be unwise for us to speak to the Russimus in our capacity as Co-Chairman of the Geneva Conference. However we should not rule out talks with the Kussians about Cambodia, and should seek early comments from our Babassy in Moscou about whether and how to pursue such discussion::, Our objective of a neutral Cambodia must in practical Germs mean a Pinland-type rather than an Austria- type solution. Even this will be extremely difficult to achieve and Sihanouk is probably the only viable leader for such a solution. In the end both Vietnam and China will need to wine conee miom The Vietnamese at the moment seek not only a friendly Cambodia but a Cambodia under their own domination. 1t yould be possible to envisage a solution whereby Cambodia, while committed to a friendly policy towards Vietmu, was not a Vietnamese puppet. Such a Cambodia would also of course have to distance itself from China.

Distancime from Pol Pot

We agree that in the light of comments from Washington and among other Singapore we should not at this stage pursue the German idea of further distancing ourselves from Pol Pol, including the concept of withdrawal of recognition. We shall need to let the Germans know that we have decided not to take this iden up and why. We should also prepare our briefs carefully for the Asia Working Group at the end of Augen, which will no doubt be discussing this aspect.

Cambodia: Food Aid.

8. We should take carly action to give publicity to the appalling situation in Cambodia and the difficulties which the Vietnamese are causing for international Agencies wishing to provide relief. We noted that in the exchange of mensages between the Secretary of Sunde sad De Valahola markers had been put down about the famine in Cambodia and it may be that we should press this issue on the Becretary-General, but we should first discum further with the ICRC and with our friends in the proposed coordinating group.
