Budgeting
As soon as the Hong Kong Government indicates approval to this approach and suggests a site (even in outline) we shall proceed with detailed budgets and projections on which investors can judge the viability of the project. Since in essence the proposed scheme perpetuates the existing method of Hong Kong's development, we are confident that any charitable element in the scheme, although valuable in the initial stages, will diminish over time.
