3. I am inclined to take Zarjevski's account of UNHCR's influence on the FRG authorities with something of a pinch of salt. They will have had plenty of opportunity either here or in countries of first asylum gently to suggest, if only indirectly, where the FRG's off-take should come from. A more even-handed approach on their part towards Hong Kong might well pay dividends, even if only by making the Länder governments (with whom Zarjevski said that UNHCR were often directly in contact) more aware of the problem the colony

faces.
