If there is a resurgence of the boat refugee problem the three points most likely to arise are:-

(a) the need to share ship-owners' losses anong the

maritime community;

(b) the desirability of guarantees of final resettlement by flag states to states of first port of call; (c) resettlement pooling arrangements to provide for a situation where such guarantees are not given.
