Perhaps I could add that there was never any
intention to imply in my letter of 2 August that' queue-
Jumpers' might have to be abandoned. Like you we attach
the highest importance to masters obeying the requiement
to rescue,life at sea. But the problem of what to do with
refugees once rescued is a worrying one, given that our
first concern since the Geneva meeting should be to help
clear the refugee camps in Hong Kong.
