SECRETARY OF STATE'S VISIT TO UN BI-LATERAL
GENERAL ASSEMBLY
MEETINGS WITH FOREIGN MINISTERS
1 It is planned that Lord Carrington should make the now customary visit to New York for a week of the General Assembly, from 24-28 September (making a speech on the 26th).
2 We have to consider recommendations on bi-lateral meetings. So far the Foreign Ministers of Finland, Chile and Pakistan have requested meetings with Lord Carrington, but other requests may follow and Departments' views will be sought on them as necessary. Meanwhile I should welcome recommendations from departments on any cases where they think we should take the initiative of arranging for the Secretary of State to have a bi-lateral meeting with Foreign Ministers/Heads of State. I attach a list of speakers, which indicates which Foreign Ministers or Heads of State are on current information likely to be in New York that week. But the list is not exclusive, nor will it necessarily remain up to date. Countries not on the list but for whom there are strong arguments for a bi-lateral, should also be considered on a contingency basis. Please bear in mind that some Ministers listed to speak in other weeks may nevertheless be in New York during 24-28 September.
3 I should be grateful to receive departments' views in the form of one or at most two sentences stating the case for a bi-lateral with particular countries. In the case of countries not on the list, any information or judgement about the likelihood of their leaders visiting New York at about the time in question should be offered.

Certain Departments and Planning Staff may like to consider contributions on the likelihood, or desirability of proposing, multi-lateral meetings on subjects of concern to them.
5 I shall assume a nil return if I have not received a reply by 25 July.
