Dear Secretary-General
I am most grateful for the speedy and effective way
in which you responded to my proposal that a UN
conference should be held to deal with the problem of
Vietnamese refugees. I have heard with much
appreciation of the effective way in which you chaired
the meeting and summed up its conclusions. I should like
to thank through you the High Commissioner for
Rfugees for all the valuable preparatory work which he
did.
We shall be watching carefully Vietnam's behavour in
the light of the conference, and we shall judge them by the
way in which they comply with their undertaking. I am glad
that you will be reporting to the UN General Assembly
in the autumn on the position. I recognise the need for
continuing and effective follow-up and you can rely
on our cooperation in this.
I remain concerned about the situation in South
East Asia and in particular the continued fighting and
famine in Cambodia. These pose a particular threat to
Thailand. Lord Carrington would like to keep in close
touch with you about this situation and would welcome any
views which you may have about the role which the United
Nations might play in finding a long-term settlement to
the problems of Cambodia.
