The Conference in Geneva on 20 and 21 July was probably in the end as successful as we could have hoped. Dr Waldheim did a good job. A short report on the conference should be made to the Prime Minister and Dr Waldheim should be thanked.

2. I submit a self-explanatory draft letter to No 10 with a draft message to the Secretary-General.
