You will have seen Hong Kong Tel No 1056 commenting on the reference in UKMIS Geneva Tel No 367 to possible collaboration between "mercy ships" and the Hong Kong Search and Rescue Organisation.

2.

I recognise that there are good humanitarian reasons for pursuing the idea of "active" rescue at sea. But the arguments against Hong Kong participation strike me as conclusive, and

I hope we will not yield to any pressures which may be exercised in this direction.
