As one who very frequently visits South East Asia and often went to Cambodia before the recent troubles, I am venturing to urge that in the forthcoming conference on the refugee problem the U.K. Should give a lead by agreeing to accept from Thailand a really substantial number of the refugees now in that country but who cannot possibly be assimilated into the population there.

General Kriangsak Chomanan, the Prime Minister of Thailand, is an old friend of mine and I am enclosing copies of letters which I have just sent to him and to the Assistant Foreign Minister in Peking. I am told that conditions in Cambodia now are quite appalling and that if Thailand forces the refugees to return to Cambodia as they presently intend to do, it will be sending them to certain death.

I do realise all the difficulties in agreeing to any increase in our own immigration population, although I believe these people might be much more useful to us than some of those from other countries from which most of our immigrants have come. But ultimately no doubt our policy must be to pass them on to other countries whose territorial size and other circumstances makes them better able to assimilate them.
