Points To Make [in margins]
1. Decisive factor in the crisis is Vietnamese internal policy towards the Chinese minority and disaffected Southern Vietnamese. If this largely humanitarian meeting fails to change their policy, we must use other fora.
Security Council [for use only with friendly Western and Non-Aligned
delegations]
2. Any recourse to the Security Council risks a Soviet veto. But the exodus is causing an unstable situation which threatens the security of states in the region. Possible moves which might keep the political pressure on Vietnam would be a call for a report by the Secretary General, or the establishment of an informal group of members on the Namibia, model, to negotiate a settlement with a view to endorse- ment by the Security Council.

3. This might be called for by the Security Council (but risking a Soviet veto). There might be a time slot in late August, before the General Assembly, and the Non-Aligned Summit.

4. There will clearly have to be a full discussion, but only towards the end of the year. Not effective.
