BRIEF NO 5: UNHCR AGREEMENT AND ORDERLY DEPARTURE

POINTS TO MAKE

1. The 30 May agreement is very narrow in scope, but welcome to the

extent it avoids some boat deaths.

The principle of direct departure

is important: we should aim to us e it to replace the need for boat

refugee voyages.

2. The 30 May agreement does not prove that Vietnam is collaborating

with the world. To do that she must bring all who want to leave

within the framework of orderly departure.
