ON SECRETARY GENERAL'S MEETING ON REFUGEES AND DISPLACED PERSONS IN SOUTH EAST ASIA: GENEVA 20-21 JULY 1979

BRIEF NO 3: HONG KONG

POINTS TO MAKE

Need for a fair share of resettlement places

1. Hong Kong had 35% of all boat refugee arrivals in the first half of this year but only 13% of departures. The territory must

be given a fair share of resettlement places.

2. The Hong Kong Government are under pressure from local people to follow the example of neighbouring governments and take a much tougher line. Despite this they have maintained humanitarian policies. Hong Kong must not be penalised for this.

[If asked]

Further resettlement in Hong Kong

3. Hong Kong has already taken 14,000 people from Indo-China for permanent settlement. The Hong Kong Government can only agree to take more as part of an overall plan covering all the refugees now in Hong Kong or who may arrive in the future.
