CONFERENCE ON VIETNAMESE REFUGEES

1.

At Mr Cortazzi's meeting last week I was asked to draft a brief on point (h) of Mr Cortazzi's minute of 2 July to Mr Murray ("What more can be done to save the lives of refugees in danger in small boats at sea"). I have accordingly prepared the attached first draft which has really meant pulling ideas out of the air, particularly as I am not entirely sure how policy is developing in other directions. The draft is therefore offered to you and those to whom it is copied as an aunt sally. The fourth idea perhaps looks a little remote from small boats at sea but it would help to make more space ashore for their passengers.

I understand that you need to have the brief into final form for Monday morning so by copy of this minute I am asking people to let you have their comments by mid-day on Friday 13 July.
