1. In the context of the forthcoming International Conference on Refugees from Indochina to take place in Geneva on 20/21 July, we have prepared the attached Background Brief on the current pressures on Hong Kong. You will also have received an earlier Background Brief "Refugees from Indochina: International Action Urged" despatched to you on 15 June 1979.

Also enclosed is an off-print of an article "Demand for World Action on Refugees" which appeared in a supplement of "The Financial Times" on 9 July and which usefully brings together many of the points being made on the current problems in Hong Kong.
