GENEVA CONFERENCE ON INDO-CHINA REFUGEES:

SAFETY OF LIFE AT
1. At our meeting yesterday we discussed the requirement, mentioned in paragraph 3(b) of FCO telno 142 to UKMIS Geneva that the UK should produce a consultative paper on the Safety of Life at Sea and related issues. Contributions have now been prepared by you, MALD and SEAD, and I enclose the compo- site draft.
2. The advance party for the UK delegation to the Geneva Conference will leave on Tuesday, and will use this paper, and the others which were commissioned at the same time, as a basis for pre-conference consultations and lobbying. Thus we must finalise the paper on Monday 16 July, and I should be most grateful if you and other representatives could give me their comments, by telephone if necessary, as early as possible on Monday, 16 July.
3. I shall be preparing and circulating later today a draft UK brief which will bring out any points about the draft consultative paper which our negotiators should have in mind, but which cannot, for various reasons, be put in the paper itself.
