The meeting agreed that the following working papers should be prepared for discussion at the meeting on 18 July:
Lie processing centres which we agreed way to in a) Transit centres, including location, funding
and use. (Paper to be prepared by US representatives). b) Safety of life at sea and related issues, including first port of call. (UK to prepare). c) Possible ways of putting pressure on the Vietnamese including
including a Japanese proposal that

Vietnam' should be asked to accept independent observers eg from the ICRC, (Japan to prepare). a) Political follow-up, including possible resource to the Security Council, plus the draft of a declaration which might be made by some
of the participants. after and outside the
conference about the root causes of the problem. (Australia to prepare).
e) Ways of increasing resettlement places in developing countries, especially Latin America, including financial inducements. (US to prepare). f) The problem of land refugees in Thailand,
including probable famine in Cambodia. (French to prepare).
