1. It may be hard for us to cover all Hong Kong's requirements

within the time of a 10 minute UK speech. At the same time,

since Hong Kong is not an invited participant I doubt if it would be appropriate for us to seek a separate slot for a UK Minister to speak as "Hong Kong". But I think that if the Secretary of State towards the close of his intervention were to ask the Chair for permission to have his senior Hong Kong Adviser elaborate for a few minutes from first hand experience on the practical difficulties in Hong Kong, this would be well received by the Meeting and there would be no disposition to quibble at any overrun of time. It would

also presumably create a favourable impression on public opinion in Hong Kong as a further demonstration that Hong Kong's problems were receiving adequate attention, (The Secretary of State has already, following his visit, given ample evidence

that he fully understands and is sympathetic to Hong Kong's

difficulties).

The necessary arrangements could be made in advance with the Secretary-General or with Mr Buffum.
