1. The Secretary of State should be aware of the personal telegram from the Governor of Hong Kong, No 999, about the press leaks suggesting that our intake of refugees would be spread over three years; and of my reply in FCO telegram to Hong Kong No 540. The Governor rounded this exchange off in his telegram No 1000.
2. I also sent the Governor the text of the draft Parliamentary statement as it stands at present.
3. The Governor is returning to the UK on Tuesday. I think it would be helpful if the Secretary of State would see him for a few moments. The question of phasing obviously affects his ability to convince his own EXCO that Hong Kong should make an unqualified pledge of 10,000.
