State should:

I recommend that the Secretary of

(a)

Give short press conference in the Palais des Nations after his speech. (We have provisionally reserved the hall for 12.00 noon.)

(b)

Give short interviews to British TV and

radio after the press conference.

We have received requests for interviews for radio and TV News for Thursday evening (before the Conference), and shall probably also receive requests

for such interviews on the Secretary of State's return to London on Friday evening. If, however, Lord Carrington is willing to undertake the press conference and the radio and TV interviews in Geneva, I suggest that we should turn

these additional invitations down.

6.

I understand that the Governor of Hong

Kong is to speak briefly to the Conference immediately after

the Secretary of State.

Lord Carrington may wish him to be present also at his press conference, rather as he did

in Hong Kong.

7.

I understand that the French Minister is to

address the Conference after the Governor, and that he may intend to spring a surprise. This suggests that the Secretar of State should stay in the Conference Room for the French speech (this would, in any case, be a normal courtesy to a Community colleague). Mr Murray will make it his business to try to find out in Geneva in advance what the French have in mind, and will brief the Secretary of State on
