It calls for the establishment of refugee processing centres, funded or administered by the UN, in the USA, China, the USSR, Canada and Australia "where there is ample space", Failing this, Malaysia will propose to Indonesia that they should jointly create a centre or centres and if subsequently the progress of resettlement of the refugees in third countries appeared to be unsatisfactory then Malaysia and Indonesia. would decide to resort to whatever measures were necessary to rid these centres of illegal immigrants.
