1. I attach a draft minute which the Lord Privy Seal
could forward to the Secretary of State so that
Lord Carrington reads it immediately on return. The
Lord Privy Seal might care to have a small meeting to
discuss it.
2. I have discussed matters generally with Mr Woodfield,
DUS in the Home Office. He agrees that it is urgent for
Ministers to meet the Prime Minister as soon as
Lord Carrington comes back. He indicated that

Mr Whitelaw believes that Lord Carrington will now be in a
strong position having been at Tokyo and subsequently seen
matters for himself in Hong Kong.

3. We also discussed the attached Letter of 2 July from
No 10 Downing Street instructing us to put consultations in
hand with the Australians and others immediately It will
be impossible actually to hold these consultations before
Ministers have decided on what our policy should be.
