Vietnamese Refugees

There will be a discussion of Vietnamese refugees, along with wider immigration issues, at OD tomorrow morning. Following his discussion with the Prime Minister and the Home Secretary this morning, Lord Carrington will put forward the suggestion that Britain should agree to take 10,000 refugees; that all these refugees will come from Hong Kong; that they will be accepted here on a timescale to be agreed with the Governor of Hong Kong; and that any refugees henceforth picked up at sea will be deducted from the total.

Before he puts forward this suggestion formally the Secretary of State would be grateful to know if you envisage any problems vis-a-vis either Hong Kong or the UNHCR.
