Mr Blaker has seen the Governor of Hong Kong's telegram No 910 of 3 July about HMG's position, and its effect Hong Kong, at the conference in Geneva on 20-21 July.

Mr Blaker assumes that the Minister representing HMG at the conference will have to speak on behalf of Hong Kong as well. He will have to announce the number of refugees which Hong Kong is prepared to accept as well as the UK figure. It would be embarrassing if the Leader of the British delegation had to announce that Hong Kong would take 10,000 refugees for permanent settlement whereas the UK would take none at all, or very few.
