I should be grateful if you could let me have a comment on the points made in the thoughtful letter which I enclose from a constituent, Mr. R. C. Thornton.

You will see that he is broadly on our side on the question of principle affecting the treatment of Vietnamese refugees - but that he develops a slightly unusual argument about the responsibility which should fall upon Hong Kong.
