GENEVA INTERNATIONAL MEETING 20-21 JULY

1. I am glad Dr Waldheim has called this meeting. I have informe him that we shall be represented at ministertal level.

We hope that the international meeting, as well as mobilizing substantial additional offers of resettlement places and finance for the Indo-Chinese refugees, will focus world attention on the behaviour of the Vietnamese Government.

STRESS ON HUMANITARIAN ASPECTS IN DR WALDHEIM'S ANNOUNCEMENT

The conference can hardly avoid giving some consideration to the root cause of the exodus, which lies in the behaviour of the Vietnamese Government.

4. We have made clear to the Vietnamese Government our concern at their callous behaviour. We have also urged other countries to bring their influence to bear in the interest of getting the Vietnamese to abandon the policies which have obliged so many of their population to leave.
