You asked what telegram No 497 referred to.

You will see from paragraph 2 of Hong Kong telegram No 929 that it referred to those Vietnamese refugees rescued by the Sibonga, who originally said they wanted to be resettled in the US. They have now, having seen their fellow escapees depart for the UK, changed their minds and opted for resettle- ment here. The Home Office are considering how to respond.
