Vietnamese refugees who have been picked up in the South

China Sea by the UK registered salvage vessel MV Ashford.

The Prime Minister has seen your letter. She does not

consider that the guarantee for which the Singapore

authorities are likely to ask should be given for the time

being. The Foreign and Commonwealth Secretary may wish to

discuss this matter with the Prime Minister further while they

are in Tokyo.
