EVENTUAL RECOURSE TO SECURITY COUNCIL

A recourse to the Security Council at some stage cannot be ruled out. But I recall that on the last two occasions, in January and March, when the Council debated events in

Indo-China, the Soviet Union cast its veto.

SUPPORT FOR OUR CONFERENCE PROPOSAL

We urged/representatives of over 50 countries in London

of the need for their governments to support our proposal;

parallel representations were made by our representatives

in capitals. We have also urged our case on Dr Waldheim,

the United Nations' High Commissioner for Refugees, and their

staffs.

3. Our views have received a growing measure of support.

the Foreign Ministers of the Nine meeting in Paris on/18th June

agreed to ask Dr Waldheim to convene a conference. President

Carter, President Giscard d'Estaing and His Holiness The Pope

have themselves spoken in favour. The special statement

on Indo-Chinese refugees issued on the 20th June at the

Tokyo Summit contained a request to the United Nations'

Secretary-General to convene a conference as soon as possible.
