THE AGREEMENT BETWEEN THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES AND THE VIETNAMESE GOVERNMENT

1. The Agreement provides a role for the UNHCR in arranging

emigration for people who already have resettlement offers from

relatives abroad. At present levels of outflow, the 20,000-30,000

people who may qualify equal barely two weeks' outflow of boat

people. The Vietnamese have said that there is no point in

any conference that does more than discuss the implementation of

the Agreement. They will evidently make use of the Agreement

to "prove" that they can work with the UNHCR; but there is no

reason to expect that they will not continue to expel boat people

at great benefit to their exchequer.
