This letter is to confirm my telephone

call to your office to say that the Home Secretary has seen the draft of a factual paper prepared by our two Departments to serve as the basis for discussion with the Prime Minister. The Home Secretary was content with the paper as it stood, and also with the draft covering minute from the Foreign and Commonwealth Secretary, save that in the first line of paragraph 5 of the minute he suggested including the words "prepared jointly by the Foreign and Commonwealth Office and the Home Office".
