I intend to acknowledge BP's letter on the lines that we are well aware of the particular difficulties facing tanker operators and that we are reviewing the practical advice which we gave in 1977 to the shipping industry in general. In the interim I would welcome your views on the advice we can give BP and the industry. I enclose a copy of our 1977 letter and a draft which amplifies that advice for your, and others, consideration.
