the question since, despite reports that UNHCR funds are low and need replenishing, I believe it is necessary to establish the principle that the burden of the expense falls on UNHCR rather than on the shipowner or the Government. Whether, having estab- lished that principle, we could move onto the more general point that the UK might make a further contribution to UNHCR funds when this is considered appropriate is probably within your province rather than within the Department of Trade, However if replenish- ment on certain occasions is likely to reduce the time spent by refugees on board UK ships then the idea clearly has our support.
