We should do best to tell the Australians that:

we should be happy to see the Indo-China refugee issue discussed at the Conference and the discussion reflected in the final communiqué;

we should like the communiqué to take account of the world refugee problem but should be careful not to adopt as it stands the Australian formula that "the responsibility for solving refugee problems lies with the entire international community and cannot be, left to those countries which, because of their geographical location, are most immediately affected." In the African context, we should wish to avoid that formula;

the above views are subject to the outcome of the special UN Conference on Indo-China refugees which Dr Waldheim has called.
