Pending a review of the situation in Hong Kong, following the international conference to be held in July, UNHCR will continue its plans as follows:-
a) to expand the accommodation capacity of
and Kai Tak East sites up to a capacity of some 28,300;
b) to expand the capacity of Kai Tak North site
from the present level of some 9,000 up to a level of 15,000;
c) in each of the four above camps to provide care
and maintenance with the exception of those who are or will be working;

d) the administration at Shamchnif. Jubillee and Kai Tak East sites
will be continued as at present. The administration
at Kai Tak North will be a matter for further
consideration;
e) The Hong Kong Government expressed the hope that
UNHCR would accept the responsibility for the care and maintenance of all Vietnamese refugees. The High Commissioner indicated that he would consider this further particularly in the light of the results of the forthcoming conference;
f) The High Commissioner undertook to increase his staff in Hong Kong, particularly with a view to registering for resettlement all refugees in or coming to Hong Kong;
