UNHCR Financial Requirements for 1979 for Indochinese Refugees
On 1 January 1979, the number of Indochinese registered in countries of first asylum was 202,955. By 1 June 1979, the caseload had increased to 298,816.
For this programme, UNHCR's financial commitments in the first five months of 1979 amounted to $35 million. In the same 5-month pericd, con- tributions to UNHCR earmarked for this purpose by governments and voluntary agencies amounted to 30 million, which together with a balance of $8 million carried over from 1978 leaves a total of $3 million available for commit- ments as of 1 June 1979.
Presently, the financial requirements amount to almost 10 million a month. Consequently, the requirements for the 7-month period 1 June to 31 December 1979 are presently estimated at some 70 million. This leaves a financial shortfall of $67 million to meet the needs for the remainder of 1979.
It
must be stressed that the June December requirements estimated at 70 million are based on the present numbers of 300,000 persons through- out the period of 1 June to 31 December 1979 and does not take into account any potential increase in the caseload. If the numbers of new arrivals continue to exceed departures, the budget will require a corresponding upward revision. Also, the present revised budgetary estimates for the whole year of 1979 of some $ 105 million do not take into account the financial input required for the special Refugee Processing Centres, or the financing of orderly departures from the Socialist Republic of Vietnam.
