VIETNAMESE REFUGEES

1. In your minute of 21 June about a meeting between the

Lord Privy Seal and the Home Secretary you asked for a

factual paper covering all relevant aspects of the situation

including material to be supplied by the Home Office. I

attach such a factual paper set out for ease of reference under various headings with a covering list of these

headings.

2. You said that the paper should not make any recommendations but the Lord Privy Seal may care to put his views on the differ-

ent options to the Secretary of State. I attach a draft minute

accordingy.

3. You also suggested that the draft minute to the Prime

Minister approved by Lord Carrington on 20 June but not in fact issued might form the basis of a joint covering minute to the

Prime Minister. I attach an amended draft accordingly.
