The Portuguese Ambassador telephoned this morning to say that Macau had taken more refugees from Vietnam than they could accommodate. They could not take any more. His Government had agreed to intervene with the Brazilian Government with a view to persuading the latter to take refugees. He added that the UN High Commissioner had made no complaint about any difficulty in dealing with the Portuguese Government over Macau. He understood that these points had already been made in Lisbon to our Chargé d'Affaires, but he had been instructed to inform me in answer to the representations which I had made.
