October it was decided that the Indo-Chinese problem was no longer new and as of this year it is bein g financed from the General instead of Special Programme.

Incidentally, in paragraph 8 of our telegram no 186 of 8 June we said that the target for the General Programme was 1979 $115 m. Since then we have received the UNHCR's report to ECOSOC (E/1979/95) which states that the financial requirements are currently estimated at $130m. I am sure we can expect further increases before the Executive Committee meets in October.
7. We are no doubt considering whether to make a further UK contribution to the General Programme so as to keep in step with our recent practice of contributing about 8% of the total. We have not yet responded to the High Commissioner's appeal
of 25 January (enclosed with Snoxell's letter of 29 January to Morgan) for contributions towards the increase in the General Programme which had at that time gone up from $87.8m to $115m. *UNHCR are always averse to these contributions being earmarked. However, as suggested in the final paragraph of our tel no 144, it is perhaps time for us to consider whether any further contributions might be earmarked for Hong Kong.
