1. We think that:-

(a) It would be best if the UN Secretary-General were to

convene a high level international meeting on his own

initiative;

(b) All member states should be invited;

(c) Dr Waldheim should preside throughout;

(d) The objectives of the conference should be:-

(1)

To put maximum pressure on the Vietnamese to

mend their ways;

(11) To stir the consciences of member states to

contribute to (i) and to offer at least

temporary asylum to the current flood of refugees
