The UNHCR has no off-shoots. However, it might

be feasible (though perhaps not advisable) to raise this general problem in the Intergovernmental Maritime Consultative Organization (IMCO). But IMCO is a technical agency and I doubt there would be much enthusiasm among members of that organization for making up shipping losses. MAED, whom I have consulted, agree.
