1. I understand the Secretary of State and the Lord Privy Seal

have decided that the Secretary of State should send a short minute now to the Prime Minister, asking for a meeting with her

and other Ministers concerned before she leaves for the Tokyo

summit, to discuss the UNHCR's request to us to take a further

10,000 refugees.

2. I submit a draft minute accordingly. The Secretary of State may not wish at this stage to copy it to other Ministers. If he does, then clearly the Home Secretary should have a copy. Whether or not it would be appropriate to send a copy to Sir Keith Joseph is, I think, for the Secretary of State to decide.
